This is not something which you can measure. many sites were alleged to be impregnable, others have a plethora of fortified features. Malta for instance is known as 'Fortress Malta', because on successive occasions it has withstood siege conditions by the Turks, Germans (in WW2), though equally capitulated easily before Napoleon. It's name is also earned since virtually the entire island was fortified.
There is the comparitavely small castle at Dunottar, also reckoned to be unassailable, whose main defensive features are that it stands on a promontory which is separated from the mainland by a deep chasm, making a difficult approach even for friends.
And yet there are many sites which boast the most up to date and technically advanced defensive features of their time, and at Craignethan in Scotland this is the case. It had an inherant weakness, that the artillery which it was designed to defend against could strafe the entire site if it approached from the west, rather than the from the intended approach to the south. But then it was built to display what could be done, and to show off the technical ability of it's builder. He never thought that he would actually have to defend it feeling that his position in the Scot's hierarchy was secure. Ironically, as had been the choice of site for the castle, he was executed for treason.------------------

Gibraltar has withstood many sieges.
In England my vote would be for Dover.
In Wales Beaumaris is described as the most perfect fortification but it was never finished, so it doesn't count. Caerphilly would get my vote as the strongest welsh castle, but Harlech, Caernarfon and Conwy run it very close.
However if looking at the whole world then I think Malta is the strongest set of fortifications if not the strongest castle.------------------
